Business Services Manager
Jimmy is an experienced specialist with a history of working in government and engineering sectors. He worked as a Principal Project Advisor at the Department of Premier and Cabinet (DPC), establishing a new statutory authority ‘Wage Inspectorate Victoria’. Jimmy also worked as a Senior Project Officer at the Department of Justice and Community Safety (DJCS), where he delivered many business improvements projects. He specialises in project management and delivery, strategic planning and advice, data analytics and business intelligence. Jimmy holds a Master of International Business from Monash University and a Bachelor of Engineering (Honours) in Computer Science from BITS Dubai.
Business Support Officer and E.A. to the Commissioner
Katherine has previously worked in private legal practice, as well as a case management and assessment role in a financial regulation agency in Federal Government. She has an interest in governance and policy development, particularly in the environment sector. Katherine brings a keen eye for detail to the business operations of the team. She has a Bachelor of Laws (Honours) from Deakin University, and a Graduate Diploma of Legal Practice (GDLP) from College of Law. Katherine was fortunate enough to complete her placement component of her GDLP with the Office of the General Counsel at the Department of Premier and Cabinet (DPC).
Andrew has completed degrees in Atmospheric & Oceanic Sciences and Statistics at the University of Melbourne. He has a wealth of experience in both state policy and science, having spent nine years at the Environment Protection Authority, Victoria. He worked in the Air Quality team before moving into a new challenge as an Intelligence Analyst investigating environmental data sets to identify threats and opportunities relating to environmental quality.
Principal Science Writer
Fiona has over 20 years senior research experience at the Department of Environment, Land, Water and Planning (DELWP). She has a background in public policy, spatial research and analysis and a broad understanding of planning, policy and environmental issues. Her professional expertise includes lecturer and course designer on urban planning at the University of Melbourne and Research Officer with the Australian Government. Widely published, Fiona has a PhD in Economic Geography from the University of South Australia, a Master of Science (Urban and Regional Planning Studies) from the London School of Economics and a Master of Arts (Geography) from the University of Melbourne.
Dr Kangmin Moon
Science Writer/Data Analyst
Kangmin has strong analytical skills and experience with data management, which elevates the confidence in our interpretation of complex and often large datasets for the majority of reports produced by the Office. Kangmin had previously worked at the Port Phillip and Western Port Catchment Management Authority, National Institute of Forest Science and Department of Sustainability and Environment. Kangmin holds a PhD in forestry and fire from the University of Melbourne.
Senior Science Writer, Melbourne Strategic Assessment
Previously, Penny worked in bushfire risk and evaluation for the Department of Environment, Land, Water and Planning (DELWP), and has undertaken an operational fire and emergency role since 2017. She specialises in working with stakeholders to develop and apply evidence-based methods in environmental management and brings to her role a broad understanding of strategic planning, policy and environmental decision making. Penny has a science communication and journalism background, having produced content for the Australian Broadcasting Corporation and The Conversation. She holds a Master of Science (Behavioural Ecology) and a Bachelor of Science (Genetics) from the University of Melbourne.
Dr Scott Rawlings
Director, Science and Reporting
Previously, Scott had worked in numerous roles across the environment portfolio including climate change policy, land health and biodiversity strategy, and natural resource management. Scott managed research and development for the former Department of Sustainability and Environment - focussing on procurement, partnerships, knowledge exchange and the research-policy interface. Scott has a PhD in environmental studies.
Director, Office of the Commissioner
Michael has a background in sustainable development, government policy, change management and research in State Government in NSW and Victoria. He has experience with organisations including the Office of Environment and Heritage (NSW), Databuild Research and Solutions, the NSW Ministry of Health, and the Department of Human Services (Victoria). His most recent role was Managing Director of the strategic sustainability consultancy The Keyline Group. Michael has a Bachelor of Arts from the University of Auckland and a Master of International Studies from the University of Sydney. He has also held non-executive roles with Energy Evaluation Org. and has mentored with the School for Social Entrepreneurs.
Communication and Engagement Advisor
Claire has experience in communications, engagement, and project management for environmental and health-related projects. Claire was a Project Lead (Communities and Climate Change) at Sustainability Victoria; she has experience as a Policy Analyst at the Department of Environment, Land, Water and Planning and the Victorian Auditor-General’s Office; and a Project Officer with the Department of Premier and Cabinet (Victoria). Claire has a Bachelor of Arts (Public Relations) from Deakin University; a Professional Certificate in Positive Psychology from The University of Melbourne; and Project Management qualifications from the Institute of Project Management.
Dr Gillian Sparkes AM
Commissioner for Environmental Sustainability
Dr Gillian Sparkes has been Victoria’s Commissioner for Environmental Sustainability since July 2014.
Dr Sparkes has a long career working with industry, community and government to care for and protect our environment. Dr Sparkes’ experience spans three decades working in industries that interface with the environment and community, including in the manufacturing, industrial services, waste management and water industries, before becoming a senior public servant.
Dr Sparkes has held senior roles in the Victorian Government environment portfolio including as Chair of the Board of Sustainability Victoria and Deputy Secretary Corporate and Business Services for the Department of Sustainability and Environment. Dr Sparkes also served two terms as a Director of South Gippsland Water and Chair of the Board Environment Committee and was the CEO of the Australian Sustainable Industry Research Centre at Monash University. Dr Sparkes was recognised as one of Victoria’s Top 50 Public Sector Women in 2020 and appointed as a Member (AM) of the Order of Australia (General Division) in the Queen’s Birthday 2021 Honours “for significant services to environmental sustainability, and to public administration”.
Communications and Engagement Project Officer
Ashley brings a range of knowledge, combining perspectives from the humanities, social sciences and biological sciences. She has a Master of Environment from The University of Melbourne as well as a Bachelor of Science (Genetics and Microbiology & Immunology) and a Bachelor of Arts (Geography, Environment & Population and English) from the University of Adelaide. Ashley has experience in government policy, project management and communications. She has undertaken roles with Solar Victoria and the Biodiversity Division at the Department of Environment, Land, Water and Planning (DELWP).
