The Melbourne Strategic Assessment (MSA) program was established under the Commonwealth Environment Protection and Biodiversity Conservation (EPBC) Act 1999 to mitigate the environmental impacts of urban development in Melbourne’s growth corridors, on Matters of National Environmental Significance (MNES), including state and federally listed threatened species and communities.

The MSA Conservation Outcomes 2022 Report is the first by the Commissioner and comes at an important time, with Melbourne’s population predicted to reach six million by 2030 and includes 16 recommendations to the government. The next MSA Conservation Outcomes Report is due in 2024.
